These files document Governor James Garrard's use of the governor's power and privilege to grant appointments to office. Included are official appointment orders, letters recommending individuals for the governor's consideration, and petitions for the appointment of additional officials in areas where insufficient offices existed or in newly formed counties. Appointments and correspondence pertain to positions such as Circuit Court judge; coroner; Court of Quarter Sessions judge; inspector of flour, hemp, and tobacco; magistrate (also called justices or justices of the peace); registrar of the land office; sheriff; and surveyor. Also included are lists of magistrates and nominees, appointments, a performance bond of the keeper of the Bardstown District jail, appointment rejections, and resignations.

James Garrard was Kentucky's second governor and the only governor to succeed himself. He served from 1796 to 1804, and was a Jeffersonian Republican.
